This stunning building has been cultural center since its construction in 1862. To judge by the building on the extreme left, this is very much an urban setting, and the building was very expensive (note the sculptures on the roof). The building is probably only two stories tall (not counting the small third floor area in the center). Yet it is of a nearly normal height for a four-story building. This building would really only be classified as "low" if one were counting only stories.
