Here quite a lot of room has been left for pedestrians to lounge near the fountain. From the low angle of the sun, I would guess that this is fairly early morning, which explains the almost complete lack of traffic, both pedestrians and wheeled vehicles.
Contemporary views of the back side of the Rathaus show an area that is still carfree.
