Here we have a working waterfront, with no pedestrian access. There's nothing wrong with this, and it adds considerable interest to the area, but it does not serve the needs of people for parks and outdoor spaces as well as otherwise. Still, cities do need to move their goods around, and this is one approach to the problem.
