This is the famous Bridge of Sighs, which connects the Doge's palace with the prison. Notice that this canal, like most, does not run straight for any great distance, so that views from canal bridges are ordinarily closed. Given the narrowness of the canals and the height of the buildings, some people may feel claustrophobia, but I think most people are not troubled by this.
