This is a very formal urban park. The photographer was probably standing on the street, near the head of the stairway that leads into the park.
Notice the rigid mirror symmetry of the fountain, which is probably provided with benches, although I cannot make them out. This is probably a popular gathering place on warm days, as it will be somewhat cooler downwind of the fountain. In fact, the name and the image suggest that this park is entirely surrounded by water, which will help to make it a cool oasis in hot weather.
